CPSO TO CONDUCT DWI CHECKPOINT

In a continuing effort to keep the citizens of Calcasieu Parish safe, the Calcasieu Parish Sheriff’s Office will be conducting a DWI checkpoint at an undisclosed location in the parish on Thursday, June 2.

 

This checkpoint will target individuals driving under the influence of alcohol and/or narcotics, which has been proven to be very effective in discouraging citizens from driving while impaired and people are more likely to designate a driver when they know sobriety checkpoints are being conducted. This checkpoint is funded by a grant from the Louisiana Highway Safety Commission.

 


CPSO INVESTIGATES HOMICIDE IN CARLYSS

Today, Saturday, May 28 at around 12:30 p.m., the Calcasieu Parish Sheriff’s Office received a call in regard to a medical emergency at 3238 Rocky Lane in Carlyss. When deputies arrived, they observed Andy Phipps, 89, unconscious and not breathing. Deputies also observed Joseph Stutes, 42, Phipps’ grandson, attempting to remove jewelry from Phipps as he lay unconscious. CPR was begun on Phipps, then he was immediately taken to a local hospital where he was pronounced dead.

 

A witness informed deputies that Phipps and Stutes were having a physical altercation involving a baseball bat when Phipps fell down unresponsive.

 

Stutes has been brought in for questioning by detectives.

 

CPSO ARRESTS MAN FOR 5 COUNTS OF AGG CRUELTY TO AN ANIMAL

On May 23 the Calcasieu Parish Sheriff’s Office received several calls in the Bell City area in reference to dead livestock. There were three victims at different locations who advised that 4 cows and 1 bull appeared to have been shot. During the investigation detectives learned of a possible suspect, Matthew G. LeBlanc, 23, 5251 Hwy 397, Bell City, who had been observed on May 22 in an ATV in the area where the livestock was found dead, near Robinson Road and Precht Road in Bell City. When the deputy questioned LeBlanc he stated that he was shooting an AR-15 in that area.

 

After further investigation detectives issued a warrant for LeBlanc’s arrest signed by Judge Robert Wyatt for 5 counts of aggravated cruelty to animals in the amount of $75,000.

 

On May 29 while deputies were executing the arrest warrant on LeBlanc he was found in possession of liquid Xanax, as well as, drug paraphernalia and a firearm. He was arrested and booked into the Calcasieu Correctional Center and charged with 5 counts of aggravated cruelty to an animal; possession of CDS IV; possession of drug paraphernalia; and illegal carrying of weapons in the presence of CDS. Judge Robert Wyatt set his total bond at $92,500.

 

CPSO Detective Jennie Duncan is the lead investigator on this case.

 

The investigation is ongoing with more charges and arrests possible.

 

CPSO ARRESTS IOWA MAN FOR DWI 3RD

On May 27 at approximately 10:00 p.m., Calcasieu Parish Sheriff’s Office deputies conducted a traffic stop on a car for a traffic violation near the intersection of E. Broad Street and Jones Street in Lake Charles.

 

When the deputies spoke with the driver, Kevin W. Bordelon, 45, 1102 Frontage Road, #510, Iowa, they detected an odor of alcohol emitting from his breath as well as his on the inside of his vehicle. Deputies also observed Bordelon to have watery eyes and slurred speech. He advised deputies he had been drinking alcoholic beverages before driving. Deputies learned that Bordelon’s driver’s license was suspended for a prior DWI arrest. Bordelon gave deputies consent to search the vehicle, which revealed an open half pint of vodka and an empty pint of vodka.

 

Bordelon advised deputies he was unable to complete a standard field sobriety test due to an injury. He then submitted to a breath intoxilyzer test which revealed he was over the legal limit. Bordelon, who has two prior DWI arrests in the last 10 years, was arrested and booked into the Calcasieu Correctional Center charged with DWI 3rd; driving under suspension for prior offenses; open container; and improper display of license plate. Judge Robert Wyatt set his bond at $16,750.

CPSO INVITES PUBLIC COMMENT ON EQUIPMENT FUNDED THROUGH FEDERAL GRANT

Under the 2016 Edward Byrne Memorial Justice Assistance Grant (JAG), the Calcasieu Parish Sheriff’s Office is proposing the procurement of one inflatable rescue raft, five law enforcement trauma kits, five Automatic Electronic Defibrillators (AED), ten water cascade helmets, three water rescue throw ropes, twenty-two Search and Rescue (SAR) mesh personal floatation devices, swift water rescue training for five deputies, rescue throw bags, one telephonic data management software system, and one safety warning sign.

 

The application for federal assistance under this grant is due by June 30, 2016 and comments from the public regarding this grant proposal are encouraged. All comments are to be directed to Louis Hebert, Planning & Research, at 337-491-3716.

 

CPSO ARRESTS LAKE CHARLES WOMAN FOR ATTEMPTED 2ND DEGREE MURDER

On May 16 a Calcasieu Parish Grand Jury warrant was issued for the arrest of Brittany Bertrand, 28, 1202 Giovanni Street #1, Lake Charles, for attempted 2nd degree murder for her involvement in an attempted murder case that occurred in 2015.

 

The Grand Jury warrant stems from a case on April 5, 2015 when the Calcasieu Parish Sheriff’s Office received a call in reference to a stabbing in the 2700 block of Broad Street in Lake Charles. Detectives learned that the victim arranged to meet Bertrand at a local motel after an exchange on a website. Once the victim arrived Bertrand and Ronald J. Jones, 23, Lake Charles, robbed him. During the robbery the victim was stabbed several times, causing life threatening injuries. Jones was arrested the same day and booked into the Calcasieu Correctional Center and charged with attempted 2nd degree murder; he is still incarcerated

 

Yesterday, May 31, CPSO deputies were dispatched to a disturbance on Giovanni Street in Lake Charles. When they arrived they located Bertrand and arrested her on the active warrant. Bertrand was also issued a misdemeanor summons for disturbing the peace public intoxication and resisting an officer in reference to the disturbance. She was booked into the Calcasieu Correctional Center and charged with attempted 2nd degree murder. Her bond is set at $50,000.

The victim has not yet fully recovered from the injuries caused by the stabbing.

 


CPSO LOOKING FOR DRIVER OF SUV RESPONSIBLE FOR PROPERTY DAMAGE

The Calcasieu Parish Sheriff’s Office is investigating a property damage case that occurred on Saturday, May 7 at approximately 8:00 p.m. at the Chevron Station located at 5841 Nelson Road in Lake Charles.

 

During the investigation, deputies viewed video surveillance footage that showed a silver Jeep Liberty turn into the convenience store parking lot at a high rate of speed. The Jeep ran over the curb and struck a tree. The driver then drove through the parking lot and left the scene.

 

The suspect’s vehicle will have damage to the front passenger side.

 

The Calcasieu Parish Sheriff’s Office is asking the public for assistance. If anyone recognizes the SUV in these photos or has any information about this incident please call the lead investigator, Sgt. Jeremy Dansby at 491-3605.

 


CPSO ARRESTS 2nd MAN IN CONNECTION WITH LIVESTOCK SHOT IN BELL CITY

On May 23 the Calcasieu Parish Sheriff’s Office received several calls in the Bell City area in reference to dead livestock. There were three victims at different locations who advised that 4 cows and 1 bull appeared to have been shot. During the initial investigation detectives learned of a possible suspect, Matthew G. LeBlanc, who had been observed shooting an AR-15 on May 22 in an ATV in the area where the livestock was found dead, near Robinson Road and Precht Road in Bell City. On May 29 LeBlanc was arrested and booked into the Calcasieu Correctional Center charged with 5 counts of aggravated cruelty to an animal; possession of CDS IV; possession of drug paraphernalia; and illegal carrying of weapons in the presence of CDS.

 

During the investigation several witnesses identified a second suspect, Conner L. Mier, 21, 3644 Lawrence Lane, Lake Charles. The witnesses stated Mier was with LeBlanc on the ATV when the livestock was shot. Detectives also located 13 shell casings from the firearm.

 

After further investigation, on June 6 detectives issued a warrant for Mier’s arrest signed by Judge Ron Ware in the amount of $91,500. Mier was located the same day at his home and was arrested and booked into the Calcasieu Correctional Center and charged with 5 counts of aggravated cruelty to an animal; 13 counts of illegal discharge of a firearm from a public roadway; and 5 counts of simple criminal damage to property.

CPSO ARRESTS MAN FOR BURGLARY OF LOCAL BAR

On June 7 at approximately 3:00 a.m., Calcasieu Parish Sheriff’s Office deputies were dispatched to a bar on West Dave Dugas Road in Sulphur in reference to an alarm activation. Upon arrival, deputies observed a broken window in the bar as well as an air conditioning window unit laying on the floor inside. When deputies spoke with the owner they learned the bar was equipped with a surveillance system which had captured the burglary.

 

Detectives reviewed the video footage which showed a suspect gaining entry to the bar by removing the AC window unit. Once inside the bar he proceeded to the front of the building which activated an alarm. At that time the suspect was seen leaving the building from the same window he gained access through. When management personnel from the bar viewed the video footage, they were able to identify the suspect as a man they knew as “Beau Frey,” and advised deputies he lived down the street from the bar.

 

Minutes later deputies were able to make contact with “Beau Frey,” later identified as James Allen Frey, Jr., 54, 5148 Frey Road, Sulphur, at his home and observed him to be the same suspect that was seen in the video footage. Frey was arrested and transported to the CPSO Detective’s Division for questioning. Frey first told detectives he had no involvement in the burglary, but later stated that he made entry into the bar in attempt to break into the ATM and cigarette machine. The statement Frey gave detectives matched what detectives had observed in the video footage earlier that day.

 

Frey was booked into the Calcasieu Correctional Center and charged with simple burglary; simple criminal damage to property under $300; and attempted theft. His bond is still pending.

CPSO ARRESTS MAN FOR BURGLARY AND THEFT

On the morning of June 9 at approximately 3:30, Calcasieu Parish Sheriff’s Office deputies were patrolling the area near 1st Street and 4th Avenue in Lake Charles when they observed a suspicious vehicle. When the deputies made contact with the driver he stated he had witnessed several males wearing dark colored clothing pushing an ATV from a business. He then told deputies when the males saw him they fled on foot.

 

While deputies were speaking with the witness they observed a pick-up truck driving with the lights off. Deputies initiated a traffic stop on the truck and spoke with the driver, later identified as Geroski Harmon, 23, 132 Calcasieu St., Lake Charles. While speaking with Harmon, deputies noticed his clothes were covered with grass and mud. Deputies made contact with the owner of the truck who advised he had given permission for Harmon to borrow his truck to go pick up an ATV. The truck owner gave deputies permission to search the truck, at which time they located a lock and chain belonging to a local business, a pair of ATV ramps, and bolt cutters. Deputies made contact with the local business, who provided a key that was able to unlock the lock and chain and verify it belonged to the gate of the business.

 

After further investigation detectives learned Harmon had used the pair of bolt cutters and cut the chain on the gate of the business. He began pushing the ATV out of the gate until he saw a vehicle, and then fled on foot. He attempted to leave the scene in the truck but was stopped by deputies.

 

Harmon was booked into the Calcasieu Correctional Center and charged with head lamps required; unauthorized entry of a business; theft over $1,500; simple criminal property damage under $500; and illegal possession of burglary tools. Judge Ron Ware set his bond at $8,500.

SHERIFF TONY MANCUSO WARNS CITIZENS OF SCAM REPORTED IN OUR AREA

Sheriff Tony Mancuso is warning area residents of a scam that has recently surfaced in our area. Victims report receiving a phone call from a suspect who claims to be a family member. The suspect begins to tell them they are in trouble and need money immediately wired to them. THIS IS A SCAM! Sheriff Mancuso wants to remind residents of a few tips to use to avoid becoming a victim of a scam:

 

· Resist the pressure to make an immediate decision. Fraudsters create a sense of urgency to get you to act quickly

· Verify the information before sending any money

· Never wire money based on a request made over the phone or in an e-mail. Keep in mind that wiring money is like giving cash—once you send it, you cannot get it back.

CPSO LOOKING FOR DRIVER OF A SUV THAT WAS INVOLVED IN HIT & RUN

The Calcasieu Parish Sheriff’s Office is investigating a hit and run that took place on Saturday, June 11 at approximately 11:50 a.m. at a local convenience store located at on Common Street in Lake Charles.

 

During the investigation, it was learned that the driver of a white Nissan Armada pulling a boat hit a car in the parking lot and drove off. The SUV then turned back into the parking lot of the store and got gas before leaving again.

 

The Nissan Armada has damage to the passenger’s side front fender. The Nissan Armada also has a white sticker on the back window located on the bottom corner of the passenger’s side.

 

The Calcasieu Parish Sheriff’s Office is asking the public for assistance. If anyone recognizes the Nissan Armada in these photos or has any information about this incident, please call the lead investigator, Sgt. Jeremy Dansby at 491-3605.

 


CPSO ARRESTS MAN FOR FAILURE TO REGISTER AS SEX OFFENDER

On June 12 at approximately 1:00 a.m., Calcasieu Parish Sheriff’s Office deputies were dispatched to the 2800 block of Davis Road in Westlake for a medical emergency. When deputies arrived they located a man passed out behind the wheel in a vehicle, with the engine running. Deputies called paramedics and were able to wake the man, later identified as Dane M. Gunter, 36, 909 Bee Street, Westlake, but he refused medical treatment.

 

During the investigation deputies discovered Gunter, a sex offender who was convicted of carnal knowledge of a juvenile in February 2003 in St. Charles Parish, was in control of a vehicle that was not registered with law enforcement, making him in violation of his sex offender registration requirements.

 

Gunter was arrested and booked into the Calcasieu Correctional Center and charged with failure to register as a sex offender. He was released on a $3,000 bond set by Judge Ronald Ware.

CPSO TRAINING ACADEMY TO HOLD 114th BASIC LAW ENFORCEMENT GRADUATION

The Calcasieu Parish Sheriff’s Office Training Academy will hold its 114th Basic Law Enforcement Graduation Ceremony Wednesday, June 22 at 10:30 a.m. in the Contraband Room on the 2nd floor at the Lake Charles Civic Center. The public is invited to attend.

 

Twenty-one (21) cadets representing Beauregard Parish Sheriff’s Office, Calcasieu Parish Sheriff’s Office, Coushatta Police Department, Jeff Davis Sheriff’s Office, Jennings Police Department, Kinder Police Department, Lake Charles Police Department, McNeese Police Department, and Oakdale Police Department are participating in this graduating class.

 

The CPSO Training Academy trains all law enforcement agencies in Calcasieu, Cameron, Beauregard, Allen and Jeff Davis Parishes.

CPSO ARRESTS BATON ROUGE WOMAN FOR IMPERSONATION OF A POLICE OFFICER & FALSE IMPRISONMENT

On June 21 at approximately 3:30 a.m. the Calcasieu Parish Sheriff’s Office responded to a call at a local casino on Hwy 397 in Lake Charles in reference to suspicious circumstances. While enroute deputies were informed that a woman, later identified as Georgetta Augillard, 23, Baton Rouge, LA, was handcuffing a man and stating she was a detective from a police department in Texas.

 

When deputies arrived they observed a man handcuffed with his hands behind his back standing outside the casino. While taking off the handcuffs deputies observed they were toy handcuffs. Deputies spoke with the victim who stated he and Augillard met in the casino and when he went outside to leave she called him over and advised him she was a cop and he was going to jail. The victim advised deputies that Augillard then handcuffed him. Deputies talked with Augillard who stated that she worked for a law enforcement office in Baton Rouge. Deputies made contact with that agency, as well as one in Houston, who advised them that Augillard was not employed with them. A witness inside the casino told deputies while Augillard was inside the casino she stated multiple times that she was a law enforcement officer. She was unable to provide legitimate proof she was a law enforcement officer.

 

Augillard was arrested and booked into the Calcasieu Correctional Center and charged with false imprisonment; and fraudulent portrayal of a law enforcement officer. Judge Guy Bradberry set her bond at $15,000.

CALCASIEU PARISH REGIONAL LAW ENFORCEMENT TRAINING ACADEMY HOLDS GRADUATION FOR 114th BASIC ACADEMY

According to Calcasieu Parish Sheriff Tony Mancuso, the Calcasieu Parish Regional Law Enforcement Training Academy completed its 114th Basic Academy by conducting graduation ceremonies today for 21 officers representing 9 agencies in the five-parish area. All 21 officers completed 320 hours of instruction in all phases of basic law enforcement and passed the Louisiana Peace Officer Standard Testing (POST) exam and are now certified as Basic Peace Officers.

 

Mark Kampfer, McNeese Police Department, was selected class president of the 114th Basic Academy.

 

The Highest Scholastic Average honor was awarded to Seth Abshire, Calcasieu Parish Sheriff’s Office.

 

Firearms awards were presented to:

Rockie Roy, second; Jennings Police Department

Mark Kampfer, third; McNeese Police Department

CPSO ARRESTS 3 FOR FAILURE TO REGISTER AS A SEX OFFENDER

          On May 26, the Calcasieu Parish Sheriff’s Office Sex Offender Unit received information that convicted registered sex offender Bradley Wofford, 46, 108 Vincent Dr., Lot 49, Sulphur, had moved without notifying the proper authorities within three (3) days as required by law for all registered sex offenders, making him in violation of his sex offender registration requirements. The investigation revealed Wofford had moved from his home on Patton Street in Sulphur and was staying at a local hotel while waiting to move. Wofford then moved to Vincent Lane in Sulphur around May 17 and never notified the proper authorities.

          On June 9, Judge Ron Ware signed a warrant for Wofford’s arrest in the amount of $3,500 for failure to register as a sex offender. On June 20 Wofford was arrested and booked into the Calcasieu Correctional Center and charged with failure to register as a sex offender.

          Wofford was convicted of oral sexual battery and indecent behavior with juveniles in Calcasieu Parish in 2012.

          On June 9, the Calcasieu Parish Sheriff’s Office Sex Offender Unit received a call from convicted registered sex offender James Belanger, 36, 1004 Sulphur Ave., Westlake, stating he had moved from a home on Clara Street in Sulphur to Sulphur Ave. in Westlake. Belanger was advised to report in person to the CPSO Sex Offender Unit within three (3) days of moving as required by law for all registered sex offenders. An appointment was scheduled for Belanger to update his address in person but he did not show up, making him in violation of his sex offender registration requirements. Belanger contacted the CPSO Sex Offender Unit again on June 20 and left a message stating he was on his way to update his information, but never showed up.

          On June 22, Judge Guy Bradberry signed a warrant for Belanger’s arrest in the amount of $25,000 for failure to register as a sex offender. Later the same day Belanger was located at his home on Sulphur Avenue and was arrested and booked into the Calcasieu Correctional Center and charged with failure to register as a sex offender.

           Belanger was convicted of carnal knowledge of a juvenile in 2002 and sexual battery in 2008, both in Calcasieu Parish.

          The Calcasieu Parish Sheriff’s Office Sex Offender Unit arrested convicted registered sex offender Glenn Baxter, 51, 5925 Hwy 3112, Vinton.

          On May 11, deputies with the CPSO Sex Offender Unit received information regarding Glenn Baxter, 51, 5925 Hwy. 3112, Vinton, working at a local motel in Vinton without notifying the proper authorities of his employment information within three (3) days, as required by law for all registered sex offenders. Deputies were able to confirm that Baxter had been employed at the motel since 2014, and he was employed at a construction company, neither which were registered with the Sex Offender Unit.

          Baxter was located later the same day and was arrested and booked into the Calcasieu Correctional Center and charged with failure to register as a sex offender. Judge Ron Ware set his bond at $10,000.

          Baxter was convicted of sexual battery in Calcasieu Parish in 1998.

CPSO LOOKING FOR MISSING LAKE CHARLES MAN

The Calcasieu Parish Sheriff’s Office is looking for a 50 year old Lake Charles man that has been reported missing since Wednesday, June 22. James “Jimmy” or “Jim” Dalton Lyons, II was last seen leaving his home on Portsmouth Lane in Lake Charles midmorning on June 22. Lyons is described as a white male, 5’7”, 210 pounds, mostly bald, with a brown/gray beard. He has a medical tattoo on his right wrist stating he is allergic to penicillin and Cleocin. He was last seen wearing a blue jean shirt and shorts, black socks, and black shoes.

 

Lyons drives a 2000 black F150 pickup truck with Louisiana tag C111848. Located on the on rear window of the truck is a faded Duck Dynasty sticker that says "Happy Happy.”

 

Lyons suffers from medical issues which require daily medication and has also expressed a desire to harm himself.

 

The Calcasieu Parish Sheriff’s Office is asking the public’s assistance in locating Lyons. If anyone sees him or knows of his whereabouts, please contact CPSO Detective Kent Johnson at 494-4523.

In a continuing effort to keep the citizens of Calcasieu Parish safe, the Calcasieu Parish Sheriff’s Office will be conducting a DWI checkpoint at an undisclosed location in the parish on Saturday, July 2.

 

This checkpoint will target individuals driving under the influence of alcohol and/or narcotics, which has been proven to be very effective in discouraging citizens from driving while impaired and people are more likely to designate a driver when they know sobriety checkpoints are being conducted. This checkpoint is funded by a grant from the Louisiana Highway Safety Commission.
