CPSO ARRESTS LAKE CHARLES MAN FOR OBSCENITY ON TWO SEPARATE OCCASIONS

On June 3 at approximately 9:00 a.m. the Calcasieu Parish Sheriff’s Office received a call in reference to a man exposing himself in front of a business on Fifth Avenue in Lake Charles. When deputies arrived on scene they were not able to locate the suspect.

 

During the course of the investigation CPSO received a similar call on June 13 in reference to a man exposing himself in front of a business on Derek Drive in Lake Charles. When deputies arrived they observed the suspect, later identified as Johnathon L. Charles, 33, 3645 Greinwich Blvd., Lake Charles, attempt to flee the scene. Charles was apprehended, arrested, and booked into the Calcasieu Correctional Center and charged with obscenity and flight from an officer. Charles later bonded out on a $10,000 bond set by Judge Michael Canaday.

 

After further investigation into the June 3rd incident, detectives had reason to believe that Charles may be the person they were looking for. Detectives prepared a photographic line up, that included Charles’ photo, for the victim and she identified Charles as the man she had seen exposing himself. On June 29 Judge Guy Bradberry signed a warrant for Charles’ arrest in the amount of $50,000 for obscenity. Later the same day Charles was located at his residence and was arrested and booked into the Calcasieu Correctional Center.

CPSO ARRESTS CONVICTED SEX OFFENDER FOR UNLAWFUL USE OF SOCIAL NETWORKING SITE

On June 28 the Calcasieu Parish Sheriff’s Office Sex Offender Unit received information concerning convicted sex offender James Crooks, 51, 1020 Gulf Street, Lake Charles, having a social media page. Crooks, who was convicted of indecent behavior with a juvenile in Lafayette Parish in 1986 and sexual battery in 2006 in Calcasieu Parish, is prohibited from having any social media due to the age of his victims. After further investigation detectives found that Crooks did have an active Facebook account.

 

On June 29 Judge Ron Ware signed a warrant for Crooks’ arrest in the amount of $6,000 for unlawful use of a social networking website. Crooks was located later the same day and arrested and booked into the Calcasieu Correctional Center for unlawful use of a social networking website. Crooks was able to bond out later the same night.

CPSO ARRESTS SULPHUR MAN FOR 3 COUNTS OF ATTEMPTED 2ND DEGREE MURDER

On July 2 at approximately 10:00 p.m. Calcasieu Parish Sheriff’s Office deputies were dispatched to a home on Houston River Road in Sulphur in reference to a shooting. When deputies arrived they learned Michael A. Fontenot, Jr., 23, 2489 W. Houston River Road, Sulphur, had shot the victim in the leg and arm.

 

The investigation revealed Fontenot and the victim were involved in a verbal altercation earlier in the day. When the victim was leaving the property later that night Fontenot produced a shotgun and fired it four times towards the victim, hitting him twice – once in the leg and once in the arm. He also hit a pickup truck the victim was standing by where two other people were located inside.

 

The victim was treated and released at a local hospital.

 

Fontenot was arrested and booked into the Calcasieu Correctional Center and charged with 3 counts of attempted second degree murder; and aggravated criminal damage to property.

 

Judge Ron Ware set Fontenot’s bond at $30,000.

CPSO ARRESTS MAN FOR DWI 3RD AFTER TRAFFIC ACCIDENT

On July 3 at approximately 10:00 p.m., a Calcasieu Parish Sheriff’s Office deputies pulled up behind two trucks stopped at a red light at the intersection of W. Gauthier Road and Nelson Road in Lake Charles. They learned the driver of a Ford pickup truck, Clifton Harris, 70, 7648 Ling Road, Lake Charles, had rear ended another truck at the red light. When the deputies approached the truck and spoke with Harris they detected a strong odor of alcohol emitting from his breath along with slurred speech and unsteady balance.

 

Harris completed a portion of the standard field sobriety test but refused to complete the remainder of the test stating that he was not able to perform it. Harris, who had two prior DWI arrests, then submitted to a breath intoxilyzer test which revealed he was over the legal limit. Harris also advised a deputy he had been drinking alcoholic beverages before driving. He was arrested and charged with DWI 3rd; and following too close. Harris was booked into the Calcasieu Correctional Center. His bond is still pending.

CPSO ARRESTS MAN FOR AGGRAVATED INCEST

On June 1 the Calcasieu Parish Sheriff’s Office received a complaint regarding John K. Sam, 55, 2412 Mary Street, Lake Charles, having inappropriate sexual contact with a female family member, who is now 14, on one occasion when she was approximately 3 years old.

 

On July 5 after further investigation, Judge David Ritchie signed a warrant for Sam’s arrest in the amount of $400,000 for aggravated incest. Later the same day Sam was located at his residence and was arrested and booked into the Calcasieu Correctional Center and charged with aggravated incest. A new LA law has changed the crime of incest to crime against nature, but Sam was charged under the old law because the unlawful occurrences happened prior to the new law becoming effective.

SHERIFF MANCUSO CAUTIONS THE COMMUNITY REGARDING THE RUMORS AND THREATS ON SOCIAL MEDIA

Calcasieu Sheriff Tony Mancuso wants to caution the citizens of Calcasieu Parish regarding the threats and rumors of riots that people are reading on social media sites in response to the police-involved shootings in Baton Rouge and Minnesota.

 

“We have not been able to corroborate any of these threats and rumors posted on social media,” says Sheriff Mancuso. “We will continue to check out each and every threat. If you have any questions or concerns, please call the Sheriff’s Office at 491-3605. Our Criminal Intelligence Unit is working around the clock monitoring and analyzing these threats and rumors.”

 

Sheriff Mancuso wants to assure the people of our parish that the Sheriff’s Office is going to continue to protect and serve just as they always have. “We took an oath to keep our community safe and that’s what we intend to do,” says Mancuso. “Are we concerned? Yes! Are we on high alert? Yes! Are we sad? Absolutely! But we are going to hold our heads up and do our job.”

 

The outpouring of support from the community for the Sheriff’s Office has been overwhelming. “I am truly humbled by the phone calls and people stopping by to offer their support. Calcasieu Parish is a great place to live. It is comforting for the deputies to know they are strongly supported by their community,” says Mancuso.

 

CPSO INVESTIGATES TRAIN ACCIDENT FATALITY

This morning, July 10, at approximately 4:00 a.m. the Calcasieu Parish Sheriff’s Office was dispatched to the intersection of Edgerly DeQuincy Hwy. and Edgerly Cut-off Rd. in Vinton regarding a pedestrian/train accident.

 

The investigation revealed Sally Hooker, 64, of Vinton, was walking on the train tracks. As a train approached, the engineer saw Hooker on the tracks and began sounding the horn but Hooker made no attempt to move out of the way. She was hit by the train and was pronounced dead at the scene.

 

Sgt. Beth McGee and Sgt. Ty Istre are the lead investigators of this incident.

 

CPSO DEPUTIES DEPLOYED TO BATON ROUGE

Deputies from the Calcasieu Parish Sheriff’s Office have been deployed to Baton Rouge at the request of the Louisiana Sheriff’s Association Task Force to assist with peacekeeping at the protest demonstrations in response to the officer-involved shooting in Baton Rouge. The team of deputies have been there for two days and there is no word on when they will be returning to Calcasieu Parish.

 

“We are honored to have been chosen to help our brothers and sisters in blue in Baton Rouge,” says Sheriff Tony Mancuso. “But we want to assure our community that even with the deployment of these deputies we have ample deputies to patrol the streets of Calcasieu and to help our citizens with whatever law enforcement needs they may have.”

 

Mancuso also says, “The couple of groups who have chosen to exercise their right to freedom of speech in Lake Charles have been very peaceful, orderly and lawful. We have had no problems that we don’t deal with on a daily basis. I am VERY proud of the way our deputies and our community have responded in light of recent tragic events in Baton Rouge, Minnesota and Dallas.”

 

Mancuso continues by saying, “We are still monitoring social media sites for threats and rumors but at this point have not been able to validate any of them. If the public has any questions or concerns, please call us at 491-3605.

 


CPSO VICE RE-ARRESTS MOSS BLUFF MAN FOR CHILD PORNOGRAPHY

On March 24 a deputy with the Calcasieu Parish Sheriff’s Office stopped a car for a traffic violation. During the stop the deputy became suspicious and the driver, Timothy R. Naquin, 58, 215 Senator Ln., Moss Bluff, gave him consent to search his vehicle, which revealed a printed child pornography image. CPSO Vice detectives were contacted and continued the investigation which led them to Naquin’s residence where recovered forty-two (42) printed images of what they believe to be child pornography. Naquin was arrested and booked into the Calcasieu Correctional Center and charged with 42 counts of possession of child pornography. He bonded out later the same day on a $50,000 bond set by Judge Clayton Davis.

 

During the search of Naquin’s residence in March detectives recovered numerous computers, which Naquin advised belonged to him. Detectives obtained a search warrant for the computers and they were sent to the Calcasieu Parish Sheriff’s Office Forensic Unit for examination. Upon completion of the search of the computers detectives found approximately 263 hardcore child pornography images, as well as, 101 child erotica images.

 

On July 7 detectives obtained a warrant for Naquin’s arrest in the amount of $1,500,000 signed by Judge David Ritchie. The next day Naquin was located at his residence and arrested and booked into the Calcasieu Correctional Center and charged with possession of child pornography.

CPSO ARRESTS MAN FOR KIDNAPPING & CHILD DESERTION

On July 9 at approximately 10:30 a.m. the Calcasieu Parish Sheriff’s Office received a call in reference to a car almost causing a wreck that was traveling westbound on I-10 near mile marker 21. The complainant stated it appeared there were two occupants in the car fighting. The complainant was able to give deputies a description of the car and deputies located it at a local convenience store near the interstate in Vinton.

 

When deputies approached the car they spoke with the driver, Daniel J. Vincent, 36, Lake Charles, and 2 female passengers, who were acquaintances of Vincent. While speaking with them deputies learned that Vincent had forced one of the women into the car, after an argument, against her will by grabbing her by the back of the head and slamming her into the car and using the car door to push her the rest of the way into the car. Deputies also learned that Vincent had left two family members, ages 7 and 10, alone in local hotel, while he attempted to drive the two woman to an unknown location in Texas.

 

After further investigation Vincent, who was also found to be in possession of Alprazolam and Suboxone without a prescription, was arrested and booked into the Calcasieu Correctional Center and charged with simple battery; simple kidnapping; child desertion; possession of CDS II; and possession of CDS IV. Judge David Ritchie set his bond at $226,500.

SHERIFF TONY MANCUSO ISSUES STATEMENT REGARDING BATON ROUGE POLICE SHOOTINGS

“We, at the Calcasieu Parish Sheriff’s Office are praying for the families of the fallen officers and the entire Baton Rouge community,” says Sheriff Tony Mancuso. “I am also concerned for our deputies. We will still get up every day and come to work to protect our community, but the safety of our deputies is imperative to me, so I’m calling on our community to continue their partnership with law enforcement so we can all stay safe. Let’s all please have a talk with our children and grandchildren and teach them to respect and comply with authority. I can assure you if everyone shows respect and complies with law enforcement officers, no one will get hurt.”

 

Sheriff Mancuso continues, “This is a heartbreaking but worrisome time for law enforcement and their families. Please pray for us and our safety.”

 

CPSO INVESTIGATING MURDER/SUICIDE IN SULPHUR

Late last night, at approximately 10:30 p.m., Calcasieu Parish Sheriff’s Office deputies were dispatched to a home on Dahlia Lane in Sulphur. The complainant advised deputies that Kenneth Bacque’ Jr., 59, posted on Facebook that he was going to kill himself and may also harm his 4 year old son, who was at the home with him.

 

Upon arrival deputies attempted to make contact with Bacque’ but were unsuccessful. Deputies then forced entry into the home and located Bacque’ along with his son in a bedroom who were pronounced dead at the scene from apparent gunshot wounds.

 

The investigation is in the preliminary stages but it appears Bacque’ shot his son and then shot himself.

CPSO ARRESTS MAN FOR FAILURE TO REGISTER AS A SEX OFFENDER

The Calcasieu Parish Sheriff’s Office Sex Offender Unit arrested convicted sex offender Lawrence Gradnigo, 52, 1107 Eddy Street, Vinton, after it was revealed he was in violation of his sex offender registration requirements.

 

In December 2015 it was learned Gradnigo had not paid his fees for community notifications as required by his sex offender registration requirements. The CPSO Sex Offender Unit advised Gradnigo he had until January 2016 to pay the fees. In January Gradnigo failed to pay the fees, making him in violation of his registration requirements. As of June 29 Gradnigo had still failed to pay the community notification fees and Judge Ron Ware signed a warrant for failure to register as a sex offender in the amount of $1,000 for his arrest.

On July 15 Gradnigo met with CPSO Sex Offender Unit detectives and was arrested and booked into the Calcasieu Correctional Center and charged with failure to register as a sex offender. He bonded out later the same day.

 

Gradnigo was convicted of sexual battery in 2000 in Calcasieu Parish.

CPSO ARRESTS MAN FOR FAILURE TO NOTIFY AS A SEX OFFENDER

On June 20 the Calcasieu Parish Sheriff’s Office Sex Offender Unit received information concerning convicted sex offender Michael O. Garrie, 36, 2913 Bennett Road, Vinton, having a social media page. According to Garrie’s registration requirements he must register any social media profile with an appropriate law enforcement agency. Garrie is also required to post information pertaining to him being a sex offender on the profile. After further investigation detectives observed Garrie to have a social media account that has been active since November 2014 but had not been registered with the CPSO Sex Offender Unit. Detectives also learned Garrie did not have the required information on his social media profile regarding his sex offender information.

 

On June 28 Judge Ron Ware signed a warrant for Garrie’s arrest in the amount of $4,000. On July 9 Garrie was arrested by the Cameron Parish Sheriff’s Office on the active warrant and was transported to the Calcasieu Correctional Center and charged with registration of sex offenders and child predators; and notification of sex offenders and child predators.

 

Garrie was convicted of rape in Marietta, Ohio in 1999.

SHERIFF TONY MANCUSO WARNS CITIZENS ABOUT POSSIBLE UPCOMING SCAMS

“This is a trying time for law enforcement and the support we have received from our community has been overwhelming, and for that we are very appreciative,” says Sheriff Tony Mancuso. “Unfortunately, during times of heartache and need, there are individuals that prey on the compassion of others and will try to take advantage of people’s generosity. It's not just naïve and gullible people who fall victim to scams; all of us may be vulnerable to a scam at one time or another.”

 

Sheriff Mancuso also says, “I want the residents of our community to be aware that the Calcasieu Parish Sheriff’s Office never makes requests for money or donations. You may receive a letter in the mail once a year signed by me for the Louisiana Sheriff’s Association Honorary Membership Program (LSHMP). But the LSHMP never raises funds through telephone solicitation.” Sheriff Mancuso continues, “If you want to donate to what you believe is a legitimate charity, I want you to keep the following tips in mind before you donate.”

 

Ask for written information about the charity, including name, address and telephone number. A legitimate charity or fundraiser will provide you information about the charity’s mission, how your donation will be used.

Call the Charity. Find out if the organization is aware of the solicitation and has authorized the use of its name. If not, you may be dealing with a fraudulent organization.

Refuse high-pressure sales tactics. A legitimate charitable organization will be more than happy to give you time to consider your contribution. Additionally they will provide you with any written materials you request and will answer any questions you many have.

Be wary of charities offering to send an individual to pick up your donation. This type of offer is not typical of legitimate charities and may be a tip-off to a scam.

Beware of organizations with copycat names similar to but not exactly the same as those of reputable charities.

Use secure payment options when making contributions. Do not give your personal or financial information to an individual who solicits contributions. Doing so may make you vulnerable to identity theft.

CPSO ARRESTS CONVICTED SEX OFFENDER TWICE IN SAME DAY FOR FAILURE TO REGISTER

On July 7 the Calcasieu Parish Sheriff’s Office Sex Offender Unit prepared an arrest warrant for convicted sex offender Leapecous J. Celestine, Jr., 33, 1706 4th Street, Lake Charles, after it was revealed he was in violation of his sex offender registration requirements.

 

After an investigation, detectives learned Celestine had been employed at a local company in Sulphur and had not notified the proper authorities of his employment information within three (3) days, as required by law for all registered sex offenders. Detectives were able to confirm that Celestine had been employed at the company since September 2015. Detectives also learned Celestine had two vehicles registered in his name that were not registered with law enforcement, also making him in violation of his sex offender registration requirements. On July 11 Celestine was arrested by the Cameron Parish Sheriff’s Office on the active warrant and was transported and booked into the Calcasieu Correctional Center. He was charged with 3 counts of failure to register as a sex offender. Judge David Ritchie set his bond at $100,000.

 

Later the same day, when Celestine bonded out detectives learned he was in possession of an expired driver’s license and a valid driver’s license that were altered by removing the sex offender banner off of both. Celestine was re-arrested and booked back into the Calcasieu Correctional Center and charged with failure to register as a sex offender. He bonded out the next day on a $5,000 bond set by Judge Sharon Wilson.

 

Celestine was convicted of carnal knowledge of a juvenile in 2003 in Calcasieu Parish.

SHERIFF MANCUSO CAUTIONS THE COMMUNITY REGARDING THE RUMORS ON SOCIAL MEDIA

Calcasieu Sheriff Tony Mancuso wants to caution the citizens of Calcasieu Parish about believing the rumors people are reading and posting on social media sites, such as warning people to stay out of the downtown area of Lake Charles for the next two weeks. “We have not been able to corroborate any of these rumors posted on social media,” says Sheriff Mancuso.

 

“If you see more deputies in the downtown area, it is because we are evaluating our protocols and making adjustments where necessary,” says Sheriff Mancuso. “We want to assure the people of our parish that the Sheriff’s Office will notify the public immediately if we believe there is any threat to public safety.”

 

CPSO ARRESTS STARKS MAN FOR AGGRAVATED CRIME AGAINST NATURE

On June 1 the Calcasieu Parish Sheriff’s Office received a complaint regarding Ted R. Clark, Sr., 64, 190 Jimmy Williams Road, Starks, having inappropriate sexual contact with a 15 year old girl in March. The victim stated Clark told her he needed her help to find a dog kennel outside behind her home and then asked if they could go inside. Once inside the home the victim stated Clark inappropriately touched her.

 

On July 25, after further investigation, Clark was arrested and booked in the Calcasieu Correctional Center and charged with aggravated crime against nature. Judge Michael Canaday set his bond at $200,000.

CPSO ARRESTS SULPHUR WOMAN FOR INDECENT BEHAVIOR WITH A JUVENILE & STALKING

On July 15 the Calcasieu Parish Sheriff’s Office received a complaint regarding Angel F. Owens, 45, 3715 New Castle Dr., Sulphur, with stalking and having inappropriate contact with a 15 year old girl, who was one of Owens’ students at a local driving school.

 

During the investigation detectives learned that Owens gave the victim an iPhone so she could communicate with her. The victim stated to detectives that Owens told her to keep the phone hidden from her parents and threatened to “make the victim’s family disappear” if she did not take the cell phone. Detectives were advised that when the victim called Owens by her name instead of “momma” she became extremely irate. Detectives also learned that Owens gave the victim a charm bracelet with “love momma” engraved on the charm. After further investigation it was revealed that between February and July, 2016, there was approximately 12,200 text messages and 650 phone calls between Owens and the victim. Some of the messages included inappropriate sexual language, as well as multiple texts implying Owens had been driving by the girl’s home and stalking her. Detectives also learned that when the victim tried to get Owens to leave her alone, Owens threatened to kill herself.

 

On July 29 when interviewed by detectives, Owens she advised detectives she was obsessed with the victim and confirmed she had been stalking her. Owens was arrested and booked into the Calcasieu Correctional Center that day and charged with indecent behavior with a juvenile; and stalking. Judge Michael Canaday set her bond at $140,000 along with a no release order until a criminal stay away has been put in place.

CPSO ARRESTS MAN FOR 1st DEGREE RAPE AND WIFE FOR ACCESSORY AFTER THE FACT

On July 18 the Calcasieu Parish Sheriff’s Office received a complaint in reference to Eric J. Breaux, 38, Lake Charles, having sexual intercourse with a now 12 year old girl on numerous occasions from November 2014 to July 2016. During the investigation, Breaux confirmed to detectives that he had intercourse with the girl on many occasions.

 

Eric Breaux was booked into the Calcasieu Correctional Center on August 8 and charged with 1st Degree Rape. Judge Bradberry ordered him held without bond.

 

As the investigation continued, detectives learned Sarah J. Breaux, 33, the wife of Eric Breaux, had knowledge of the 12 year old girl being raped by her husband approximately 6-8 months before it was reported to law enforcement.

 

Sarah Breaux was arrested today and booked into Calcasieu Correctional Center and charged with accessory after the fact. Her bond has not yet been set.
